Type of a scam Tax Collection

They call my phone and leave a message, " The reason for this call is to inform you that IRS is filled a lawsuit against you. To get more information about this case file, please call immediately to our department (509)228-7142." I called them up and a guy speak with a heavy accent tell me that I owed IRS money over 5 years amount of $700. When I ask for more information or case number, he hesitates then transfers me to a senior officer named Eddie Blake. He told me that I owed IRS $2,100 and they sent me letter about it, but the letter is returned. They say now, the document is filed in court and in Washington. They will arrest me and I have a warrant for arrest if I am not to pay the amount that I owed in 1 hour . He also to me that my phone is tapped and I am under surveillance. I asked for case ID # SBK4195X1A2 and payments, he said "How much can I pay today?" I said I don’t have money. He said that "Do I drive a car?" I said yes. He told me "Why don’t you pawn your car to get money?" I said I need a car for work. I said that I will need more time to go ask my relative for money, he gives me 2 hours than reduced it to 1 hour and a half. All of his actions raise my suspicious about this matter, so I called my friends and she said "This is a phone scam."
