Type of a scam Rental

This man names Ron Altmann scammed me for $3,000. First he emailed and told me to pay him $1,000 for security deposit on a three bedroom two bathroom house in Asheville, NC. $750 for rent and to pay $500 for Home Owner’s Association fee, $300 for pet deposit, and $500 for a locksmith. The locksmith was going to be called because he wanted to change all of the locks on the doors because he lives in Texas and cannot send the keys to me. He had tried sending the keys to me via FedEx but I called FedEx and they said they never got a package with the keys in it. He is still asking for more money but I won’t give any to him. He told me to pay him on moneygram and Moneygram flagged him as a scammer so I got a refund. But he insisted it was just a glitch in their system and told me to send the money via Western Union or ITunes Gift cards. Crazy story I know, but I had hoped moving into this place so I was willing to do whatever for it. He made me sign a lease and showed me the ownership papers and the realtor said he has no idea who this scammer is. So this leads me to believe this scammer stole Ron Altmann’s identity or pretended to be him.
