Type of a scam Sweepstakes/Lottery/Prizes

I am reporting this scam on behalf of my 98 year-old mother, who received a notification in the mail that appeared to say she had won $1.5 million in a sweepstakes, and that she only needed to send them $34.95 to "start the transfer process". After I stopped her to read "the fine print", the notification was in reality only an offer for her to get a $34.95 report on a sweepstakes that contained information on how to fill out an entry form.

The notification was clearly meant to deceive older folks into thinking they had won something.
