Type of a scam Online Purchase

We placed an order on Nov. 22nd for 12 bath bombs for my Junior Achievement company and were told we would receive our order in 4 business days. After 10 days, I called and called and finally after several attempts managed to speak to a live person. This individual said they would have to check with the warehouse as it was closed and took my number and said they would call me back. I have not received that call back to date. My students are suspecting this a scam and to students learning about business this is very disheartening. Also, their businesses are only ran during 5-6 weeks of the semester and they need their bath bombs for Xmas orders!
