Type of a scam Home Improvement

Home improvement contract signed eight weeks ago with 50% down. Contract is fairly vague and at time of signing I was promised a design meeting to flesh out the details. After weeks of asking over and over, still have never had a design meeting with the contractor where specific measurements or details or finishes were decided (except for a meeting with a subcontractor that was never followed up on). At the direction of the contractor, I began purchasing materials that were supposed to be supplied by them in the terms of the contract, with the promise that I can take it out of the balance owed on completion. Also contractor tried to make me pull own construction permit despite the contract requiring them to be responsible for permitting the job.
