Type of a scam Healthcare/Medicaid/Medicare

My elderly father was told by phone that he could receive a back brace for free. The company had some random doctor from another state order and billed Medicare. He received a box of braces that were all pediatric sizes and of no use. I attempted by phone and email to contact the company. Three different numbers that never allow you to speak with anyone and then after 5 minutes cut you off. I attempted to email and no response. Medicare fraud at its best!
