Type of a scam Employment

I downloaded the Premise App after reading about it on the Google Play Store. I then did several of the tasks like took pictures and filled out surveys, and eventually I earned enough to cash out ($15). I attempted to cash out via PayPal for the first time on April 17th, but my cash out request failed immediately due to "temporary payment issues" with in the app. After trying several more times over the next month I reported this issue within the app and asked if I could just be sent a check for the money I earned. Shortly thereafter I was informed that wasn’t possible but was told not to worry because my earnings were locked in and were safe, and they were working on this issue and it should be resolved soon. Here it is now July and I’m still having the same problem and they are still giving the same excuse. This is obviously a scam as I should at the very least be able to be issued a check in the mail for the money I’ve earned already.
