Type of a scam Charity

I’m not sure this is a scam but I have had trouble confirming the legitimacy. I received a phone call to donate to the Police Conference. Unfortunately I have lost the phone number that called me, but when they insisted on a credit card for payment, I refused. I did a reverse phone call lookup at that time on the number and it was flagged as possible fraud. They then sent me a coupon to use to contribute. I checked the address that payment was to be sent to and it seems the Police Conference and address do not match. This happened back in July 2016. Today I received another coupon and once again I can’t confirm the Police Conference at the address payment is to be made. If this is found to be legitimate, I have no trouble donating. But at this point I do not trust sending a check or using my credit card and would only pay with a money order. Unless, until I can positively confirm this charity, I will not send any payment.
