Type of a scam Debt Collections

I got a voicemail which said "There is a complaint filed for and then a pause, then my name. The fax came through for this complaint and I need to call toll free 888-203-3575. When you call use this file number in reference to PKL931**". I called back and spoke to Gretchen Wilson. She said yesterday a complaint had been filed for four charges, theft and fraud. Then she said Providian Bank was owed $1700. She said if I couldn’t pay it my wages would be garnished for $4000. She knew my social security number, current address, and past addresses. I was crying. We’ve been scammed before.
