Type of a scam Online Purchase

I was searching a phone number for the owner and address. They displayed that they found the owner name and address information, and that it was a VoIp number, and would give it to me if I paid a service fee. I paid the fee and they stated that it would take up to 24 hours to get the information (this, after they stated they had found the info). A few hours later they emailed me and stated they couldn’t find any information. One of the reasons they gave was it was a VoIp number, which information they knew and gave me before I paid for the service. They never told me that they couldn.t find any information on a VoIp number. I feel this is purely a scam.
