Type of a scam Online Purchase

This company frequently advertises on Instagram selling name stickers for bicycles. I ordered a set and it never showed up. I contacted the company and they said they were sending me out a new set. Both times I had asked for tracking information regarding my order and they never replied. I had to open up a case with PayPal to get my money back. I waited for over a month for these stickers and they never showed up. If you look at their feed on Instagram you’ll see others are having the same issue.
