Type of a scam Tech Support

I was called at 12:02 pm from a name that came up as Pass-Through, #1 903 969 8227. He said he was with google business. His name was Charles, then put me through to Mike at 650 253 0000 ext. 230. He said he texted me with a verification code to supply google my business. So he did, and I did, and it worked, so I thought all was legit. Then he said my acct had lapsed 2 yrs, and they sent me a card in the mail a month ago with a verification code. I said I didn’t receive one, and he argued with me over and over, for 37 minutes about this. He said if I didn’t immediately pay him 99.00 via cc or debit acct, he was going to inactivate my acct for 1 yr, at which time it would cost 2-300.00 or more to activate. Our voices raised, his extremely loud, his voice got extremely loud, he was obviously angry, and this didn’t sound right. There was other voices in the background which sounded like similar calls. I said I was going to contact a lawyer. He kept insisting payment or i’d loose my google my business account. This went on and on until he eventually hung up on me. Then I looked online through google my business help ctr. in which it says they don’t charge for their service, and many others had this exact call. How can this happen? How can this happen in this day and age of technology and they not get caught and charged?
