Type of a scam Online Purchase

I was looking for ways to change address for my license as I recently moved to a new place. It was within Pennsylvania. I searched in google, "penndot address change" and blindly clicked first thing came up in the line. "Penndot Change Address | PA DMV License Address Change" was the title. The website address was "www.pa-portal.org/Drives-License/Change-Address."

I thought it was a legitimate DMV of PA. When I clicked the link, it seemed legit. I clicked change address. It asked for my email address, then card information. I typed. Then, I realized I did not put any information for my driver’s license. I had weird feelings. I checked the address again in google and realized it was an "advertisement" which popped up as first of the list.

I called the customer service right away. A girl with thick accent (which, I am not sure) answered. I had hard time understanding her. However, she claimed that she canceled "19.99" which was about to be charged to my card. HOWEVER, $3.99 was processing fee which is not refundable.

I was devastated and annoyed how dumb I was and how these companies still exist to scam and get free money from people who were not paranoid to check every single word/part of scam to figure out it is a scam. At the same time, I was angry at google that they put that "advertisement website" as first thing in the list.
