Type of a scam Online Purchase

The CEO/owner/cofounder, contacted me and introduced himself as a company located in my state of Texas. They have an Austin Texas address, and US phone number. They promised me an SEO optimized website with all the bells and whistles, we had extensive conversations about what was expected and required for this project. I paid them via paypal, I was given a project manager to communicate with about my website and the services promised to me. The guy was incompetent, nothing like the initial person I spoke to, so I told the owner that no matter how many hours I spend telling the project manager what I needed done, simply nothing was being done. The owner continued to promise, always promised tomorrow the work would be done but it never was and we had a deadline. It was a nightmare, every time I told the owner what my issue was, he would make excuses and give me a new person from his company to speak to, who also simply did not do anything for me either, only made excuses and asked for more time and more money. As the deadline got closer, they just stopped responding to me, if I was able to talk to someone, they had only more excuses. I kept voiced my issue and the owner told me if I’m unhappy then I can just have a refund. I did request the refund and he agreed, then he did not issue a refund and told me that he changed his mind. I started to research the company very closely because they are very good at marketing themselves online with fake reviews etc. but I was able to find many real reviews who also like myself paid the company thousands of dollars, were given nothing given excuses and refused to be given a refund.
