Type of a scam Online Purchase

I ordered Dewalt Tools on August 16 m 2019 and received a tracking number. On August 22 the tracking advised that package had been delivered weighing one pound. It wasn’t delivered. I contacted UPS and they said that package had been delivered to a different Panama and address in my city, Cincinnati. I contacted the seller via email and was told it was an error and I was given a new tracking number. When I clicked on the number from the seller’s email it indicated the items would be delivered today August 23. Again, they were delivered but not to me. They provided at least 5 different tracking numbers in all. When I go directly to UPS website 4 of them were phony and one was delivered. (Not to me) I am quite sure this is a phony out of country scammer. The emails are written in broken English. I have received reimbursement from my Credit Card Company.
