Type of a scam Online Purchase

I was online looking for a dress to wear to an event. The website seemed to be legit, so I made a purchase. Needless to say, I never received my package. I called the phone number provided on the website on numerous occasions trying to figure out what happened. IF they answered, they would give me the run around about how it would be coming soon and all of that. They never asked for my order number in order to “check on the package”. I waited 15 business days before reporting them because this is how long they said it would take. Yesterday when I spoke to someone (after calling 15 times just to get an answer) he said I would receive something by noon today and obviously I didn’t. He lied, also, because as soon as he picked up I asked to speak to someone in charge, to which he said “yes that’s me, how may I help” so I explain the situation and that I hadn’t received anything. He then wasn’t the one in charge anymore since I put him in a situation to actually address the fact that he’s fake.
