Type of a scam Online Purchase

My father was looking online to purchase a Corgi puppy. He came across the website, "https://naxwelshcorgihomes.com". He filled out the contact form and shortly thereafter received a phone call and emails from a person he believed to be a corgi puppy breeder. They began asking for a downpayment of $550 very quickly after making contact. My dad agreed, but the payment was flagged as "suspicious" by Western Union, and was rejected. My dad did not attempt to pay again. The person started pushing my dad to have the puppy delivered instead of having my dad go pick him up in person. The address they listed had just been sold in the past week, so that sounded fishy. The person got angry and refused to send us any pictures of the dogs that were not already on the website, nor would they give us any other information about them.
