Type of a scam Online Purchase

They might have access to the USPS forwarding address database. I used USPS.com for this service, paid $1.50 to USPS and next thing I know, I get an email from www.newaddresschange.com "confirming my order" and a charge of $44.50. When I called them, they said that they would be happy to refund it, but $4.50 application fee is non-refundable. I am not paying for something I never ordered or used and thus, disputing it thru my Mastercard.
