Type of a scam Tax Collection

Recieved letter from NCTUE (National Consumer Telecom & Utilities Exchange, Inc.) dated 9/18/2015, which informed me of a my rights to receive a free data report from NCTUE, which is a national member-owned credit reporting agency comprised of cable, electricity/power, phone, gas, water, and pay TV providers. The letter states that according to Colorado law, a credit reporting agency must notify consumers with instructions for obtaining a free copy of their data report when one of the following events occurs within a twelve-month period: 1) The credit reporting agency has received 8 credit inquiries pertaining to the consumer, or 2) The credit reporting agency has received a report that adds negative information to a consumer’s data report. The letter then states that, "This letter is to inform you that within the past 12 months we have received at least one report that added negative information to my NCTUE file. The form then instructs you to provide your full social security number, date of birth, and signature to be mailed back to Exchange Service Center- NCTUE PO Box 105161, Atlanta, GA 30348. I believe this is a scam as no legitimate CRA would ask for such information. In addition, the phone # provided on the form of 1-866-349-5185 only connects you to an automated phone service which prompts the individual to enter their entire social security number with no ability to speak with a live-individual.
