Type of a scam Online Purchase

I ordered a replacement drivers license online at what looked like a legitimate website to replace my license that got destroyed, paid $23.98 on February 20th. There was not a receipt to print out (which should have been a clue). A month later I have not received the license in the mail. I noticed on my credit card statement that there were the 2 charges 2/20 $3.99 and 2/22 $19.99. The phone # on the statement was "busy" every time i called (5 times in a row). I physically went to the local DMV (in Colorado) and they told me it was not a legitimate website. Of course I called my credit card to dispute the charges.

Going to the website today the very top says "My-Drivers-License.org is in no way or fashion affiliated with any federal or local governmental agency or offices." I don’t remember that when i ordered my license in Feb. and I feel stupid that I didn’t realize the website was not the state website. It states it’s a 3rd party. How could they send you a replacement drivers license? Yep, I got duped!
