Type of a scam Online Purchase

I purchased an item. After a few weeks, I still did not have a tracking number. I contacted them to find out a delivery date. They sent me a tracking number which showed it would take up to 2 months to arrive. I told them I needed to cancel the order since I couldn’t wait that long. They refused to cancel my order at first. Finally they agreed, but then have still not refunded my money another 6 weeks later. I have sent them multiple emails. The first time they told me to just be patient and that the money was being refunded but it takes time. I haven’t heard back from them since.
