I received a letter stating that I had won $2,500,000 in the Mega Millions International Lottery 2019 Draw. To begin the Claim process, I should contact my agent, Dr. Oscar Martinez, The foreign services manager at Axxal Security and Finance Company TEL: 011 34 662 252 134. I would have to go to Spain to claim my prize. If I was unable to come to Madrid, contact my agent and he would guide me on the official procedure to follow in order to have my certified check delivered to me Special Delivery and payment of the officially approved Delivery/Transfer charges. I had never entered the Lottery.

I received a colored "flyer" in the mail on 5/20/19; the envelope was plain white with my name and address printed on a label. There was no return address. The envelope had two postmarks: 1) round stamped ‘Santa Justa (Lisbon) 2019 05 08, and 2) square stamp N-0219 CTT Correios Portugal 00,91 euros; both stamps were red. The flyer claimed to be from the desk of the President, International Promotion Price Award Dept and gave claim file number: GIKCH/20184547690ES; Ref No: GIKCH/20183652/USA. There were also pictures of logos for United Nations, The World Bank, Ministerio de Hacienda, lotto balls, and the date of May/07/2019. Under the heading "Final Award Notification", was the information informing me I was a lucky winner for a draw held on Mar/14/2019, the ticket number, and lucky numbers drawn. The flyer went on to say "the program was designed and promoted by EU with collaboration of US Government, United Nations, The World Bank and some other International Lottery Institutes." Most amusing was the phrase "To enable us proceed with your claims, this information must be kept away from the public to avoid unwarranted abuse of the program or fraudulent claims by unauthorized person(s)." Supposedly participants were "…selected through a computer ballot system drawn from Europe, America, Australia, Asia, Middle East, North and South America as part of our International promotions program." To begin the claim, "please contact Mr. William Morgan the Foreigh Service Manager Remittance office of Prosegur security company on TEL: 011-34-631-843-699, Email: [email protected] Lines open Monday to Friday 9AM to 10PM, Saturday 9AM to 6PM(GMT) for the processing and remittance of your winnings." There was direction to quote claim file numbers in all correspondence and that 5% of Winning belongs to Prosegur Security Company because they are the promotion company. Further, the flyer states, "Be advised you MUST be present in Madrid Spain to pick up your winning cheque or other diplomatic delivery charges will be incurred, and that all winning must be claimed not later than June/28/2019. The flyer has a signature stamp in the lower left corner signed by "Mr. Alexandra Christiano, President Mega Milloins Commission, Intl. Promotional Programme Golden Chance".
