Type of a scam Government Grant

Calls me back to back then when I answer they say that you been approved for a loan by the government. They say you can go to a money gram center located anywhere like Walmart, cvs, or etc. they ask for your name and then they say how much you are approved and gives you a confirmation code to use at Walmart or whatever money center you are at. Then he calls back and ask if you received the email he sent. In the email it says in order to receive the grant you have to pay a $200 fee or the same amount as the grant given to you but you would be refunded of the grant money plus the money to put up.
