Type of a scam Rental

We were desperately looking to rent a home here in charlotte, and i went into website looking thru homes for rent, then so happen we found this nice home around the area and it stated it was for rent so i contacted the owner and he explained rent and had told me he had just moved and wanted someone to take care of the home we agreed with rent and everything so he explain to me if i could only do the deposit of the home which i thought it was fine, so after we paid him the deposit he tells me otherwise and explain if there was any other issues he could refund the deposit back, after I messaged him and ask properly if he could refund the deposit and the owner said that was fine, property own still has not send the refund , ive msg, called him, etc and nothing to be found.
