Type of a scam Online Purchase

I found a website with a good price for an item so I purchased it thinking I was covered by PayPal. I received a tracking number thinking my item was on its way. I received a message that it was delivered, but I couldn’t find it. I filed a claim with the post office and found out that it was delivered but addressed to a different address. WHen I filed a claim with paypal the seller send them the tracking that said delivered which was enough for them to rule in his favor. The tracking info does not list the address so it appears that the item was received. So the scam is you buy from a shady website because you think paypal is covering you, but then they send a real tracking number, but not for your address for somewhere close so it appears it was delivered. Paypal will not investigate further and he keeps the money.
