Type of a scam Government Grant

I received a phone call from a man named Tim. He said that I was chosen to receive a grant from the National Institution of Health. I was chosen because I didn’t file bankruptcy or commit a crime. The grant id and amt were given to me. He asked me how I wanted to receive the money. Either a debit or credit card or in my bank account. I said I wouldn’t give out that information. He said that I could have a check mailed to me if I paid a service fee of $200. I was supposed to call a phone number and go from there. If anyone knows that this is a scam or not, please let me know. Thank you
