Type of a scam Online Purchase

December 16, 2018 I saw a website for Pomeranian puppies and I contacted them by email. They said that they had a puppy available, I saw a photo on the website. They asked for payment through PayPal but for me to mark it "family and friends" "so it would get to them faster". I sent $774.00 and change to them by PayPal to the email address they gave me. Then they said they would refund that payment on PayPal which happened and for me to send it to a different email address still marked "family and friends", which I did. They were supposed to contact me in a few days to give me the shipping info "from Columbus, Ohio". I have never received shipping information, never received a puppy. I called the phone number that was listed on the website and the guy said it would take longer… After a lot of run around, I called my bank and blocked the PayPal payment. This caused me to be delinquent with PayPal and being sent to collections. I had contacted PayPal right away when I first suspected a problem and filed a complaint but because I made the payment and it was marked "family and friends" they do not guarantee payments. They closed the case stating that they favored the "seller". I have since paid PayPal so now I am out nearly $1000.00 for no dog and no one to help. I am a retired RN and I just recently lost my 14 year old pom so I am in a more vulnerable situation… OH, I took screen shots of the emails because in the last day or so, the "purchase" email thread has disappeared. I would like to receive my money back. I paid $774.00 (+) for a pomeranian Puppy that has never been sent. I paid through PayPal but the seller asked that I make the payment "family and friends" which PayPal does not guarantee. I want the money back. Frustrated and broke.
