I had the exact same thing happen, except I used PayPal for the purchase of the $25 title. I told him I was reporting it to the BBB and he persisted as though he had nothing to do with it and in needing the title, so I ordered one from title check for $10 which was approved by the BBB and emailed the report to him from the address I use mostly for spam. He thanked me and said he would be in touch right when he finished work to set up the time to see the car and I never heard back. I don’t think he has any information from me that he can use to further Scam me, but I do think the Initial $25 report I paid for but never received was a scam. I am going to report it to PayPal as a false payment and hopefully get that back at least. Stay safe people!

Also- BTW- I never received the $25 report, which is why I told him I was reporting him. But he plead innocent and wanted. CArfax report. So I got the $10 one from titlecheck.com and sent that.

Type of a scam Online Purchase

Scammer contacted me initially through email and then text. He was inquiring about my car for sale. Said he needed a VIN report and I was to pay for it @ $25 for the report. He sent a link for me to order the report online. I ordered the report and used my credit card to pay for the $25 charge. I received the report and sent it to him and he disappeared. I’m not sure if I just got scammed for the $25 or they will now use my credit card information now. I am going to have to cancel my credit card now.
