Type of a scam Online Purchase

The person, Frank, claiming to be interested in purchasing my car, wants to meet tomorrow (Sunday) at my house to take a look at my vehicle and he would take the day off work to travel from Marana, AZ Apparently he is “fine” on the price and is ready to pay cash, or we can go to his bank and get a cashier’s check (on Sunday?). “Frank” asked me to send him “NCF Paperwork”. I asked him what is NCF and he forwarded me to www.nationalcarfacts.com to purchase a complete vehicle history report. (I already have Carfax though).

This sounds fishy. “Frank” is either an affiliate marketer getting paid for purchased reports, or they are phishing for personal info, or perhaps both?
