Type of a scam Online Purchase

This company is posing as a government agency and offering to renew your Florida concealed carry permit online. Once your information, the application, has been filled out and submitted, and you send them $40 for the renewal fee, they then send you back , via email, nothing more than the application forms for you to fill out, and file with the county, along with paying your actual $40 renewal fee. They make it look as though you were buying the renewal from them, when in fact all they are doing is "selling" you the paperwork that you already have. Is it total scam!
