Type of a scam Online Purchase

I tried to purchase a part at the following link: https://www.filarusshop.xyz I tried two different credit cards and provided the required information. Each time I received an error stating that the credit card could not be processes. I have twice used the "contact us" option and have provided my email address but have not received a reply. I cannot find a phone number or any information regarding this organization. I am concerned that they are collecting credit card information and not really providing a service. I would like to know if this is a legitimate business and if so would like to speak with a representative.
