Type of a scam Government Grant

I was called by a company that claims to be the Federal Grants Department of Health & Human Services ARRA. The man that I spoke with informed me that I had been randomly selected by the government to receive a $9,000 federal grant. He had a very thick accent and spoke very fast. The more questions I asked, the faster he spoke and the shorter his answers became. He continued on and tried to get me to set up "an account" with him to receive my confirmation number for this grant money. When I told him no, he insisted that this was not a scam and that he would quickly set up an account for me so things would be ready for when I call back and accept my grant money. This is obviously a scam.
