Type of a scam Government Grant

I received a call on my cell phone from a person with a heavy Indian accent. He told me that I was picked from 15,000 people to receive a government grant. I asked, "how was I qualified". He replied, "because you have no problems with the government, you have paid your taxes yearly, you have no bankruptcy, you pay your bills on time, and you are well off with the government." Then he gave me an i.d. number (which had two letters and three numbers) which he said I needed to get my grant, and that was the only way I could get my grant. He said, "call the Financial Department at 206-899-3542 to receive your $9000. He said I could get a check or give them my bank information for a direct deposit when I call the Financial Officer. He said I could get the money within the same day that I call the Financial Department with my i.d. number. He then said, "thank you, have a good day". This is clearly a scam.
