Type of a scam Online Purchase

I purchased a pug puppy from this website and was told that it would cost $200 additional to ship the puppy from TX to CA. The people who i was emailing with informed me that once the payment was delivered and contract agreement was signed that the puppy would be taken to the pet shipper who they had been working with for years. Once the puppy was dropped off i would receive a confirmation email which I did. Everything looked legit and I verified the information was correct. I then received another email being asked for an additional $950 to ship the puppy in a safe temperature regulatory case. I was informed that the $950 would be reimbursed in full upon delivery. I was instructed to send the money via money gram to the pet shippers branch in Europe for faster confirmation. Needless to say at this point i refused and emailed the seller. The seller then informed me to understand that it was for the puppy’s safety and to follow the instructions being given to me. I responded to the seller and told him i would not pay the additional $950 for the puppy to be shipped that was not the agreed upon amount and i have not heard from the seller since.
