Type of a scam Investment

Not sure if it is a scam or more like securities fraud. A guy named Cade C*** has been downloading photos of houses off the internet to post on Craigslist claiming his company owns them and is trying to sell them. In reality, he does not own these homes or any homes. He’s merely collecting their information so he can try and sell them homes he hopes to one day have in his possession. He claims his company’s team constantly finds houses 70-90% below market value, however; his team has never once found any houses close to what he claims. He’s merely lying to build a list of cash buyers. It’s all lies to deceive investors into revealing themselves so he can collect their information and try to use it for double closings on homes sold by unsuspecting owners. This same person has been trying to establish several illegitimate businesses throughout the year. He has no business license, no formally documented company, or tax I.D. number. He is operating completely undocumented. I have photo evidence of the original post and him confessing to the scam or fraud just contact me by email if you need to see more photos.
