A man says his name is Joe and that he works for the Department of Health and Safety, then asks if I can hear him. I have gotten this call at least 15 times, all from different numbers. I added all the ones I can find in my phone logs.

The first time I received a call, the caller said "Hi, this is Brooke, and I’m calling on a recorded line. Can you hear me alright?" I had heard about a scam in other states in which the caller will mention a recorded line, ask if s/he can be heard and will use a response of "Yes" to later authorize charges, including credit card charges. Recalling the scam, I hung up and blocked the number. Days later, I received another call from a different phone number, with very much the same content. Today, I received a third call from a third number. This time, the caller said "Hi, I’m calling from the Department of Health and Safety on a recorded line. Can you hear me alright?" Again, I hung up and blocked the number. I also researched and found that Texas does not have a "Department of Health and Safety."

I was notified by local news about a phone scam going around using recording technology over the phone in order to say that you owe money by having your own voice recorded saying the word, "Yes". The scammers achieve this by asking the caller, "Can You Hear Me?". I personally, on two occasions, have had someone named John call my house phone number claiming that he is from the Department of Health and Safety, which is a government agency that I am not sure exists in reality. He then promptly asks, "Can You Hear Me?". I subsequently end the phone call in fear of my voice being recorded. The caller also announces that he is recording this call. The phone number has a local area code though; it is 504-434-7811.
