Type of a scam Fake Invoice/Supplier Bill
An invoice was received for web site listing services that were not ordered. They used a "Authorized By" name of an actual person who’s name also appears on the target web site. Essentially they are sending invoices for what may be a legit business, but services were not ordered and they just hope that the company will simply pay the invoice.
