Type of a scam Online Purchase

I was under the assumption this was a free trial. I received two bottles of hemp oils. But then I noticed an $89.95 charge on my credit card twice. I soon called the company where they gave me a return merchandise number. I wrote this number on the envelope on the front of the package along with the return address. On my credit card statement I noticed a $4.95 credit from this company, when I called to see why I wasnt reimbursed for the entire amount they proceeded to tell me it was because they did not receive the return merchandise number. This indeed is not a fact due to the number being written on the same envelope as the return address. If they received my returned package they would have also had to receive the RM number as well. I had returned both packages one day apart from each other because I got them at two different days. When I called to return the first package the woman i spoke to gave me a 4 digit number as the return merchandise number. However, each time I have called about this matter they tell me its a 13 digit number and will not attempt to reimburse me the money back for the returned items or transfer me to the return department. The phone number associated with this "business" directs me to a group of woman from I believe they said India. I was also told I would receive an email from the return department within 24-48 hours and it has been 1 week and I have not received any email. I believe they stole from me and this is the reason I feel its important to report.
