Type of a scam Debt Collections

I received a call from "claims department" notifying me of an outstanding debt with citicards of $904.82. when I requested the name of the company calling me they would only say "claims Dept". I was told this was a third attempt, after being issues three written attempts in the mail, to collect payment before sending my apparent debt to collections. I could not identify where this debt came from and requested more information. The birthday they had was incorrect and was not able to provide me any information on origination of debt. I requested the number to Citibank and was refused hung up on. After contacting Citibank, it was clarified there is no outstanding debt in my name. The "claims Dept" representative was very rude and aggressively attempting to collect payment.

Received a postcard from a supposed claims department from the US Government letting me know I had been awarded $20,978.00 I just needed to call the toll free number 888-278-7574.
