Type of a scam Online Purchase

I purchased an order for 2 pairs of shoes. $77.40 delivery was suppose to be 7-12 days from order which I place on April 28th, 2018. I have yet received my order. They charged my credit card. Sent me an order 9176. Stated the order shipped and delivery will be on May 25th. No order and then I sent an email asking status of order. I keep getting the run around. Oh order shipped it’s in transit. Dealing with only an email address and a women by the name of Nancy. I know this is in china as the language translation is lost in email as sentences don’t make sense. Asked me to contact U.S. Postal service to find order which I did and said shipped on May 25th. No order to date. I contacted Nancy again for my full refund, they will not address what I asked for ignores my request. Said order is on it’s way sorry for inconvenience. I have gone back 4 times asking for my refund. ignored and again says order shipped.
