Type of a scam Debt Collections

Repeatedly called until we answered. A man named Julio Pérez stated that they were informing us about a mistake with our utility bill payment. That there was a specific time period in which cash payments made in person at the company were not processed. He proceeded to say we need to go to the local Walmart and make an immediate payment because otherwise our lights would be shut off in 20 minutes. At this point we asked to talk to a supervisor who upon answering rambled a name and number. He was very rude and repeated the same info argued with me. When I demanded his name he refused to say a last name and only stated his name was Carlos hung up. I later called back and told them I was reporting them and the Julio Pérez man told me to report it to the devil.
