Type of a scam Phishing

I am getting repeated calls from a company that is ID’ed as the "US Army Corps" and which turns out to be California Solar Greens. I assume this is illegal–they must have chosen this ID to encourage people to pick up the phone. They are calling so often that it qualifies as harassment.
