Type of a scam Online Purchase

Saw an ad on Instagram offering a free product you just pay shipping. Was initially given the deal ordered a $20 dollar skirt and was charged $3.50 for shipping. A week later they charged my account $42.00 more than twice what the item was even worth. And have yet to even receive information the item has shipped or will actually receive the skirt I paid double for that was supposed to be free.
