Type of a scam Online Purchase

I purchased a Bissel carpet cleaner on the site that showed up on my search of Bissels for sale. It was a good price and they accepted PayPal which I felt would protect me if this was a false company. After paying, they sent me an email receipt and that they would follow up with the tracking number. I never heard from them again. I sent emails to customer service which have never been responded to. I called the number on the website which goes into a Google phone app. and there has been no response. I attempted to file a claim with PayPal but their assistance has been horrible, stating that during the COVID 19 issue, they don’t have the ability to answer phones. I filed a claim and they responded that the seller gave them the tracking information and the item was delivered – CASE CLOSED. I did some looking into the number through UPS (which was much more helpful) and it was a bogus tracking number for a different company sending out a different item to a different seller. I’ve tried to get help with this FRAUD, but even PayPal won’t address it since the case is closed. There is NO PROTECTION! The website is still there, for people to purchase more items and for them to scam the public. Isn’t there some Federal Oversight???? I’m out $199.00 and they will continue to rack up the money while this scam continues.
