Type of a scam Tech Support

This number, 844-782-8096, is the first number under Google Search that comes up for Skype Customer Service. I called yesterday, 2/5/18 seeking to find out why I was charged a fee to sign up for Skype when I was told it was free. I called before I called the bank. I gave the gentleman my personal info. He mentioned my IP address & network were unprotected, I had been hacked and he could fix it. I asked him how did I know he was legitimate. He stated to me I might want to hang up as he was a hacker. I called my bank and they said they had no tracking or phone number for the amount I was charged and cancelled my card.
