Type of a scam Rental

My niece found this service online when looking for housing and had the initial contact with the Apartmeets USA "staff". I say staff, but it was really just a woman named Jan Harris, who spoke to us on multiple occasions. After requesting a lease, which she sent for me to review, I paid the partial deposit of $250 (with the rest due at move-in) through paypal, which was obviously against my better judgment.

Then, the property "never passed inspection", so my niece couldn’t move in, Jan disappeared for weeks on end without a reply, and once I threatened to call the authorities, she replied. She told me that she had created a ticket to get my money reimbursed, and sent a request to the home owner and that I would be hearing from someone within 72 hrs. I never did. And shocker, no responses to our repeated emails. The phone number for the "office line" just says, "the person at extension blah blah blah is on the other line, please leave a message."

The website SAYS that their office is located on Ann St. in Montgomery AL, but I looked on Google Earth and that doesn’t seem likely. I have no avenue to find these people and am out $250. I shouldn’t have paid it. I knew that. But my niece was in a tight spot and really needed a place to live, and I am a state away.
