Type of a scam Phishing

Scammer called to make offer on home that is not for sale. Contact information was gathered from public records. Scammer claimed to be able to make an offer over the phone in seven minutes if I would provide personal information. Scammer only provides his first name. Never the name of his business. Additionally, the call back number is never the same as the number used to place the call.
