Type of a scam Credit Cards

I started receiving calls about 6 months ago, and now they are calling at least once a week. When they call, it is a robo call, there is no one live, it starts out you can lower your interest rate, or last chance to lower your interest rate. I usually hang up at that point. The number that appears on the caller ID is 385-229-3228. One time I did call them back and got a hold of a live person, told them I did not want the call and they hung up on me. When I call the number I receive a voicemail message that says Shortel and to leave a message for "IMS" or "AMS" (not sure if it is I or A).
