Type of a scam Home Improvement

There are a group of people going from yard to yard .. claiming to put down a pavement on your driveway. They are very vague about a price. So After it is put down then they tell you how much. I was told prices anywhere from 1.20$ per square foot up to 1.80$ per square foot with a price range of 1500.00$ up to 4500.00$.. then at the end of it they were trying to get me to put down more at a greater cost.. but I said no and set a max limit of what I wanted to spend.. basically they packed the driveway down with a packer.. then did some leveling .. putting a layer of tar. a layer of crushed gravel a second layer of tar and another layer of crush.. finally packing it down .. I tried to look up the comapny but can’t seem to find it ..
