Type of a scam Sweepstakes/Lottery/Prizes

I just received a phone call claiming to be from Publishers’ Clearing House, notifying me that I have won 2 million dollars plus 5K dollars per week for life. The caller–with a heavy foreign accent–told me that the prize crew would arrive at my house on Friday, and he told me to be sure to be home. He asked for my bank account number so he could have the first $5K deposited. When I refused to give it to him, he told me that I would have to have one percent of the 2 million dollars (i.e. $25,000) on hand in cash, check or money order, to give the prize crew as advance surety for the taxes I would owe on my winnings. At that point I told him I needed to consult and would call him back. He gave his name as Harvey Cooper and his "New York" phone number as 929-294-9903.

I have no intention of calling him back
